Sized wrong

I ordered a large and it was way too big, just exchanged for a Medium (57-58 my head measures 58) and It's also too big. I'm sure if I exchange it again for a small it will be too tight
I'm scared to wear it but am hoping to layer with skull caps and add enough thickness to keep my head protected.
